Can someone please help me figure out what this weird vehicle is?

I saw this vehicle or bike(not real sure just got a glimpse of it ) It was in the bike lane while i was driving with other traffic. It looked kinda like a yellow torpedo and had a plastic safety sheild above the head and the person sat inside this capsule/torpedo looking part. I just want to know what it is so i can show it to my hubby. Not sure if it was motorized or not just know it was in the bike lane. Any help would be appreciated. Thank you.
