I'm 15 and I need a source of transportation. (motorized)?

I'm sick of riding my bike everywhere I go. I just need something to get around my neighborhood. Preferably 2 seated. Not a bike. Something with 4 wheels. I was thinking of a go cart but idk. Oh and I'm also planning on occasionally riding it along the parkway on the sidewalk into the other side of my neighborhood. Is that legal? And something like a buggy. A link would be great. And the price, I don't want anything brand new. I'll buy it used. Around 1000
