When only hot water is selected, the upstairs radiators are warm/hot but downstairs are cold?

The central heating side of the motorised mid-position valve is hot. I've checked the electrical connections and they are turning off and going live in the correct sequence (for hot water, central heating or both). Does that mean the the motorised valve needs to be replaced?
