Is it illegal to create your own funeral line without a funeral?

What if this was a new random game where if a person inside of a motorized vehicle per say honks his/her horn 3 times next to other cars and they start to fallow each other in town each time more and more cars adding on to this game, would it be illegal? ( I still haven't figured out the purpose of this game but funeral lines can get crazy long)
