Motorized bike in Utah?

I am a student in Utah and have an out of state driver's license. I have read on the Utah DMV's website that to ride a motorized bike (greater than 50cc) you need a Motorcycle endorsement. Can I get the endorsement if I don't have a Utah driver's license, and just my out-of-state one?
