How much power do you need to optimize synthetic impulse?

I'm working on a rotary geoplasmic coagulator that motorizes a gyro-modulating disc - typically used to calibrate friction between fuel cells. In order to triangulate the cells, I need to increase its frequency. A minute fluctation of cellular triangulation will cause hyperactivity in its electric discharge. I'm triyng to achieve the maximum synthetic impulse to avoid it.
